我昨天獲邀為城大舉辦的兩岸四地公共管理研討會致開幕辭，現放上 blog 及 Facebook 與各位朋友共享。

各位早上好！作為香港城市大學（城大）的校長，我很高興為第五屆兩岸四地公共管理研討會揭幕，在此請允許我對每位遠道而來的貴賓以及來自香港本地的同事和朋友表示熱烈的歡迎。你們中間有些人來自我們的近鄰澳門、台灣和中國內地，也有些人來自更遠的韓國和新加坡等地。我相信，在短短兩天裏，大家在城大一定會受到熱情款待。

今年對我校來說是尤為特別的一年，城大成立至今已25年。為了紀念這個重要的里程碑，我們組織了一系列慶典活動，其中一項就是召開本次重要國際會議。作為校長， 我為過去25年學校取得的成績感到自豪。自1984年創立以來，城大的進步有目共睹。1995年，我們由原來的城市理工學院升格為大學，並將校址由旺角遷到現在的九龍塘 ― 地處全香港中心地帶。此外，25年裏，我們的學生數量增長到近2萬6千人，教學和研究都在穩健提升。根據《泰晤士報高等教育特刊》的報導，城大已位列世界最佳150名大學排名榜。

但我們絕不會滿足現狀，駐足不前。我常喜歡將城大比作一個25歲的年輕人，充滿進取心並且精力充沛。確實，我們還是一間年輕的大學，但我們有遠大的抱負。對於一個年輕人，只要肯努力，前景一定會更加美好。過去走過的路是創造未來的平台。我相信，在接下來的25年裏，城大將茁壯成長、發展壯大，充分發揮自己的潛能。

我們向來秉持嚴肅認真的態度推動類似這次學術會議的國際交流。新思想的碰撞和討論是學術界的重要活動，並且有助於展示和提升城大的研究水準。我相信這次研討會將為來自不同地區和國家的學者提供良好的機會，促進建設性學術對話。

所以，我很自豪，也很高興歡迎各位在我們城大銀禧周年前來這做客。預祝大會取得圓滿成功。謝謝！

I delivered the following speech at a cross-strait conference on public administration hosted by CityU and would love to share it with my blog and Facebook friends.

Good morning everyone. As President of the City University of Hong Kong, it gives me great pleasure to open the Fifth Annual Cross-Strait Conference, and to extend to each of you a very warm welcome. Some of you are based here in Hong Kong, while many of you have travelled from Macau, mainland China, and Taiwan. Still others have come from even further afield, including South Korea and Singapore. I trust that you will all be well looked after by CityU during your stay in Hong Kong.

This is a very special year for the university. CityU is celebrating its 25th anniversary. In commemorating this important milestone, we have organised a number of events. It is with great pride that I include this important international conference as part of our silver anniversary celebrations. As the president of the University, I am very heartened by the progress that we have made in our 25 years. CityU has achieved a great deal since being founded in 1984. Originally established as Hong Kong's second polytechnic, City U secured, in 1995, full university status. During that time we moved from our original campus in Mongkok to our present location in Kowloon Tong, which is the geographical center of Hong Kong. Since 1984, our student numbers have swelled to almost 26,000. In our first 25 years, we have steadily developed and improved our teaching and research. According to the Times Higher Education Supplement, CityU now ranks amongst the world's top 150 universities.

However, we do not plan to rest on our laurels. I often like to compare CityU to a 25-year-old person, one that is full of zeal and vigour. We are still a young institution, and we are very ambitious. And, like a 25-year-old, I believe our best years are still ahead of us. In our 25 years we have come a long way, but we see this more as a platform from which to rise to greater heights than as an end in itself. I am confident that during the next 25 years CityU will continue to mature and to achieve its potential.

CityU takes academic conferences such as this one very seriously. The debate and discussion of new ideas is a major part of academia and also helps demonstrate and enhance the research excellence of CityU. I trust that this conference will provide an excellent platform for scholars from different parts of the region and beyond to engage in constructive conversations with each other.

So, it is with a great deal of pride that I welcome all of you to CityU during our silver anniversary year. I wish the conference every success. Thank you.
